Kipe or Quipe (Deep Fried Bulgur Roll)

Having a cook with Dominican and Puertorrican roots have it’s perks. Kipe is one of my favorites, closely after mangu, from the Dominican Republic menu. The following recipe fries them but we bake them instead for a healthier, and tastier version of it.
